The bulge isn't illegal. In my world, people aren't as offended by penises. Anyone who knows anything at all about penile health won't recommend tucking. It's fine for a two-hour show, but it causes real problems 24/7. I wear shapewear. There's no chance of it slipping out; part of threatening me involved alleging that I'd exposed myself to people (never happened). Pippa came up with that solution. Basically, Barbara and Jane's partners claimed to have seen my dick. They saw a bulge behind at least one layer of clothes. Ruined my friendships with both of them.
