I think it means that they're discussing Trump's visions for peace in Palestine. He wants a taskforce, but not a UN one. He's got his own Board of Peace. Perhaps NZ and Fiji are considering sending troops as part of it.

Singapore was the other nation Waiourou mentioned by name. Japan is probably another.

Replying to

Visited the army base in Waiouru while on holiday with Lucinda. Got a brief tour of the barracks and the mess hall from several people. Fade Away was written after the trip, including the Army Museum.
