That's a Ralph Blane song; his big hit was Buckle Down Winsocki, and he wrote lyrics for a few other tunes (My Dream Is Yours, I Love A New Yorker) by other writers. Meet Me In St. Louis is all Hugh Martin songs, or at least the original ones are his, and the arrangements of the folk tunes (Skip to my Lou etc.) are mostly his too.
