Well, I'm not an entertainment lawyer, but I feel I'm on solid ground when I say that a YouTube playlist isn't the sort of thing where license agreements are necessary.
I mean, it's essentially a mixtape. 🥝
This is me the cowboy avoiding the BSA by using social media.

However, if I was to screen the film, then I'd pursue those.
Here's the list:
TVNZ - the two news clips + Q+A + Pirate Punters.
TV3 - the Daktory news clip + New Zealand Today with Dakta.
Arik Reiss - Dakta vs. cops, the Al Mansell footage, and the Metiria Turei clip.
Vinny Eastwood - 2008 Daktory opening.
Loading Docs - Ok Chloe.
Chloe Swarbrick - the alcohol bill (I've already secured that ,, thanks Team Chloe👍)
The jazz tunes -- if I screened it internationally, then the estate holders would probably become aware of my covers, but I reckon nobody would care in Aotearoa.
