What do we mean when we use that in the AMPP manifesto? I think it's fairly clear that we're discussing disability in terms of limited mobility and physical traits rather than mental health traits. After rewatching the Counting Ourselves film, I thought that counting neurodiverse was a) inflating the numbers, and b) not clarifying the distinctly different experiences. Given that we've got a suite of mental health reforms, it seems important to note that the DPS wouldn't be providing mental health-related medications, which draws the distinction between physical disability and mental illness very clearly.
